You also need to remember, Internet wasn't universaally adopted around the
world at the same time.  A lot of our users migrated to IRC for the
fascination of chatting to someone overseas, which usually meant the US,
because pretty much all traffic routed there first, even some traffic that
you'd expect to be at least local to country.

That and the emerging web... plus you had a lot of I'll call them non-tech
computer users turn up.. they weren't interested in text.. just prettiness
and ease of use relatively speaking for the time.
