The best performing 286 I had was a Chips n Tech chipset with a AMI NEAT BIOS
on it. It was nominally a 21,  there wasn't much you couldn't tweak on it, but
all the way back then it was a bit like black magic.

I have no idea what its lowest rated component was, but I couldn't get it
past ~23Mhz and at that the difference was barely noticable.
