Also worth considering is that Dosbox-x can run Win 98 (see the wiki for instructions dosbox-x.com/wiki/Home) for instructions. Also can emulate a 3dfx card for 3d, soundbaster for sound ect. Its all pretty well described on the wiki. Not sure how you are going to get you game installed in the VM though, usually one get's and .ISO image for the original intall & mounts that as CD in the VM (dosbox can do that too) - but I don't think your steam version will have come with the original CD or an ISO. you'll need to look for that, try searching archive.org for it. ....
