I don't know about anything modern, but there's the old ModPlay I think it
was 1.12 for DOS. It'll have both the resistor ladder and the DAC versions.
There were a few games that tried using it too, but I don't remember what
now.

I used the modplay schematic and mounted it straight onto an Apple II bus..
worked just like a SAM speech card.
