I have not tried this out on a 286 so I am not sure if it will work, and
also it is a DOS program instead of Windows-native, but you *might* be able
to get Arachne web browser to work on a 286.
 
Again I never tried it on a 286.  I only know that it worked on a 386.
 
It has been years since I tried it and I am pretty sure there are modern
websites it would have trouble with but I don't remember it ever crashing
on those... it just wouldn't load them correctly.
