2oFB has a huge archive of everything retro software. The localZzZ File Conference has all the basic MS-DOS tools and utils, plus a bit m0re... and theres tons of other conferences for other retro platforms.

It's not a DOS BBS, but I also work on MS-DOS machines so I bet I have lots of what you might be hunting... :P
