They can be run, but you need to jump through a few hoops to do so (on Ventura
anyway).

Using that SyncTERM example the first time I run a new binary I need to go to
Settings -> Privacy & Security, click "Open Anyway" and then authenticate
because it hasn't been signed by an Apple Developer ID (which does require
