Probably not going to be immediately useful, but RLFOSSIL uses a speed
reminiscent of 38.4k  the down side is that this is a DOS solution for telnet
service on a system that doesn't natively support it.

While I can understand you wanting it to feel like a dialup experience. Even
local logons at this speed become somewhat wearing after a while, being used
to much higher throughput.

Natively for OSX or Linux I don't know of anything similar.
