Well, even during the OGL orgy of 3rd party supplements, the corebooks were
sold as an standalone game you could add on. If you check GURPS 4e corebooks,
it is obvious you are intended to use it as a game building toolkit.

As mentioned earlier, there are pre-built GURPS games but I don't think they
are the focus of the publisher.
