On SBBS, which can display the UTF-8 chars, I saw the reply from Clearing Houz not display the UTF-8 chars, but rather CP437 versions of them. I guess it might be because the header is 8 bit CP437 chars, and the body is UTF-8 and by default it reverts to the CP437 (need to play more to figure this out).

I can confirm however, that the outgoing packet had all chars in tact:
