It's part of mutil:
mutil added the option [Export_AREAS.BBS] to create an export of all Echomail
message bases in the AREAS.BBS file format. There is also now an
[Export_Golded] stanza for that format message base definitions to a text 
file. Look at the samples MUTIL.INI from a newly installed directory like
