Either change you inbound telnet port, run a firewall to block IPs or 
countries, or put a CAPTCHA type in your prelogin sequence somewhere, 
which is what I did -- my WINServer asks you to answer a simple math 
question before prompting you for your user/firstname and lastname.  
It's worked out well so far, but I might make it to where you are just 
told to type in a random number that a computer gives you.  But, that 
may be too easy. :)
