Mystic has a pretty good tosser (my opinion) so you probably don't need anything else. It does file tossing and nodelist compilation too, so you don't need much in the way of external utilities.

There might be some feature of a tosser your built in tosser doesn't have so you need another.

Or your BBS may not have a tosser at all, so you need a bare tosser. That was almost always the case in the early days although today most BBSs do have a tosser.
