I got it. For some reason, the 2 FTNs in question seem to have packet
passwords set up.  I didn't think I had those anywhere.

So that's fixed.  Now to get tic files tossing again. I put that off until I
fixed the messages.

Then figuring out the certificate thing cryptlib is looking for.
