I think I just spotted how the numbers show up intermittently.

I was reading the General echo and everything was normal with none of the
numbers showing at the start of messages, then I received a new inbound packet
and when I went back to reading the echo the numbers were back. I had a hunch
and re-read some earlier messages and those had numbers now too, even though
just minutes earlier they looked completely normal.

I'm guessing the seen-bys got updated by the new packet and that pushed
something into position to trigger this. It does seem to be purely cosmetic
though because my Synchro point is still receiving every message from this
Mystic system with completely normal kludges.
