I'm not sure how that works with the CP437 codepage and variants, which define symbols for the control character range (0 to 31). If you convert to UTF-8 these characters could be converted to (non-control) characters in UTF-8 (e.g. 0x266B for the musical note). In UTF-8 there are only control characters in the range 0 to 31.
