I don't know the spec of the TZUTC kludge but looking at some messages I
have here they always have 4 digits. Looking at my own kludges it says
-800. Should that be -0800?

Actually that is wrong for the PDT time zone that I am in right now, it
should be -0700. Early in November we are going to fall back to PST and
then it will be -0800.

We are in Pacific Daylight Time from Early March until the end of
October here.
