Magicka will now convert utf-8 messages to cp437... it uses the TRANSLIT
feature to get best substitutes for characters not supported by CP437

It's not ideal, as if you have a UTF-8 Terminal it gets converted to
CP437 then back to UTF-8.

This should hopefully fix the weird glyphs in utf-8 messages...
