While I wouldn't add an entire repository from an old version, I don't see the harm in just installing the dosemu package from an earlier release. They removed it from debian 10 too, I just grabbed the debian 9 deb and installed it with dpkg. Of course you could install it from source - but if you do, I'd install it into it's own prefix, say /opt/dosemu or something, that way you can easily remove it later if you want to.
