Nearly time to board the plane...

While waiting I've been implementing flags. A user can have any number
of flags. Menus can be set to require a user has a flag or require a
user does not have a flag.

Flags work independently of sec levels. They are just strings. 

Working on the tool to set unset flags still but it's nearly ready...
