I just checked the docs, you can have pass through areas. The way I'm
suggesting doing things, is :

1. binkd receives tic file and file runs script
2.     script runs ticproc
3.         ticproc tosses the files into magicka bases but leaves them
alone 4.     script runs htick 5.         htick doesn't know ticproc
ran, the files are in the inbound still 6.         htick moves file to
"PassFileAreaDir" and sends them to downlinks 7.         htick deletes
file and tic file from inbound 8       script finished
