I've heard of projects like AREDN, AMPRNET and HF ALE; I don't know much about them, but I think some of them can provide you with IP connectivity. So yes, below the IP layer there are nodes and radios and antennas and a mesh network, but as far as the applications are concerned, they only see IP. This way, we could even keep delivering FTN messages via BinkD... That said, I don't know how well that would work. So many possibilities. But you're right, the trick is to make it approachable so that others could easily get onboard.
