On my BBS machine, I didn't see much difference.  On my other machine, I
did notice some odd quirks that have more to do with the software that was
upgraded... the GIMP, Audacity, Shotcut... but the OS seems mostly the
same.  I didn't do any fresh installs this time, but I think it comes with
Gnome by default, which is more eye candy than I would like.  I am using
IceWM on the BBS machine, and have the other one set up where I can use
Gnome-flashback or LXQt.
