Is the government helping those small businesses stay afloat while paying temporary help so much?

I can see upping the minimum wage for full time employees, because well, it's been about damn time for decades already. Nobody can live on $200/week after the government takes their cut. However, that's quite a bit much for temporary help with no ambition of turning said job into a career of any kind - if a career of any kind was available in said job where they use temporary help.
