What "Win32" means has changed over time and continues to evolve. What DOS programs require for compatibility may fall under some broad umbrella of "Win32" but support for 32-bit programs running directly on hardware will fall away. Clearly, if MSFT moves Windows to ARM-based systems, that will be the case anyway.
