I am not sure what RTE 100 is.  200 is the one people get on modern
hardware with pascal programs, IIRC, that requires a patch.  I at first got
an 002 because I had not updated the path in the BUCK.CFG file, but I did
not get an 100 error.

One thing you probably should try is the /N switch.  There is a note in the
documents that says if you are not running QBBS/SBBS/RA you will need that
switch so that the door does not look for a file specific to those systems.

I am not sure why it won't run locally, though.  I did not encounter any
problems locally once I fixed the pathname in the BUCK.CFG file.
