Yeah, the, "we have your information but totally won't use it inappropriately" is never a reassuring thing. But the traffic tracking _is_ pretty cool. That said, with the mileage-tracking system, I was imagining something more along the lines of, when you get your smog check done, they also write down your current mileage, and you pay accordingly. Which, yeah, some of that mileage would not be in the state of registration, but I don't think there's any better usage-based system, at this point.
