Who else would be on it? It wasn't a government expedition, or even a research vessel. Moreover the design of this specific vessel has been criticized for years by people who actually are experts in submersible design and safety. These people paid obscene amounts of money to descend to the wreck site of the Titanic and do what, exactly? Gawk at the hubris and folly of man? It's macabre.
