I don't know about NetBSD, but one of OpenBSD's objectives is to have defaults good enough that no tweaking is necessary at a low level. Which means they strive to have services you can install and forget. For example, the default httpd launches chrooted and with privilege separation and sandboxing enabled by default, and the only thing you are expected to do is to configure your domains and TLS certs and such.
