There was a time, way back when, when Fido BBSes didn't run with
24/7 mailers. Fidonet instituted a Zone Mail hour that was the same
time across the zone - for me it was 1am to 2am. That's the last time I
could imagine needing to keep local time.

We use UTC all the time at work when you have systems in different time
zones. Trying to compare log files in different time zones sprained my
mind, once.
