There were people who decided to go ahead and retire, but there were also many that quickly found they could get a higher-paying, at least equal benefit, job where they are remote full-time. I work for a government agency, so the pay is not really competitive any more for people who are skilled. So, you end up with people who have too many years in and can retire soon (like me), or that are under-motivated and can't likely get a job elsewhere, or that are just biding their time to get some experience so they can get a job elsewhere. ....
