I wonder if your company is looking to reduce labor costs.

If people leave because they're unwilling or unable to go back to the office, then the company can do layoffs without having to pay severance, and it's not like commuting costs are paid for by the employer, outside of business trips.

But I know higher-ups do like in-person work arrangements, for a variety of reasons (some better than others).
