China doesn't have a lot of copper lines, so analog modems would have a 
problem. BBS networks with analog modems passing data posed a monitoring 
challenge that made them ideal for information passing. With a population 
with cell phones I'm not sure how you'd do it.

BBSing is notoriously insecure, with passwords and data sent in cleartext by 
default. There's some options to run bink with TLS and others have created 
mesh VPNs between nodes, but there's a long way to make it easy.
