Cygwin and/or git BASH seem to provide a pretty good command-line environment, at least from what the developers I work with say. They don't seem to be in a huge hurry to move to WSL. If you're writing code locally and pushing it up to a dev environment, they should work just fine. If you're wanting to test locally, that's a different matter and WSL would be ideal, I'd think. ....
