There's a good video that was just published during "Plex Pro Week" that 
walks you though that:

TL;DR:

You can use an HD Home Run to do it over the network (if you have your plex 
server running on a Pi or NAS for example) or use a PC with a TV tuner card 
installed and have the Plex Media Server running on that PC.

One neat thing he pointed out in that video is plex can use more than one 
tuner, so you could have several HD Home Runs connected to different antennas 
(pointed in different directions) to get the most channels.
