I don't know how to use Plex to *record* broadcast TV, but hopefully Nightfox will answer that part. As for *capturing* local broadcasts, pretty much everything (local) is available these days (in high definition, no less) over the air; which can be received with an HDTV antenna (sort of like the old fashioned "rabbit ears" type thing). Available at somewhere like Walmart for $30-50, and they work surprisingly well.
