I don't think that was done with either design or intent.  Its called urban
sprawl.  Until very recently we've (Australia) haven't been good at higher
density living. Every man and dog wanted his own home on a quarter acre
block, that and ongoing land releases at the fringes by the peanuts in charge
have gotten us to where we are now.
