You need, at the bare minimum, a mailer to connect to an uplink, a way to 
send and receive message packets, and a means to read messages.

There are all-in-one packages like WinPoint that do it all from one program.

I used FTP way back when; message packets are just files, and there are many 
ways to transfer them. Some use a mailer, some use FTP, and email works, 
too.
