When I look for places to live, it boils down to the cost of living. The only way to figure out the true best places to live when it comes to value is by looking at the overall cost of living (average salary vs cost of goods/housing). Having a high salary alone means nothing if you are paying 10 times what someone else is paying, even if they make half the above salary. There are many states here that offer a really decent cost of living. There are also localized spots in states that offer good cost of living, as well.
