Functionality is only part if it. What does, say, using Facebook to host your
business really involve. I heard someone whos
business was no longer visible because Facebook zucced the account for no known
reason. These are the scenarios not considered. The company I work for is
another example where there has been a lack of foresight.

It is both not understanding and not caring. Technology is not a neutral tool. 
I would argue people don't care because they don't understand, at least in many
cases.  Even I myself was somewhat ignorant of the importance of free software,
until I learned WHY it was important.  Then I went from 'not caring' to
'caring'.
