I get a bit of a knee-jerk reaction whenever someone mentions Policy 4 as 
being a set of "rules". Its trying to define rules for cooperative anarchy.

For the most part its ignored... seriously... and maybe rightfully so. Theres
still references to modems and zone mail hour and how a "satanic BBS" may be 
denied from obtaining a node number. Its really dated and often pedantic.

But when its necessary for someone to troll or to have the last word in some
stupid argument, all of the sudden its treated like gospel and everyone
becomes a lawyer. Especially with the phrases "Don't be excessively annoying"
and "Don't allow yourself to be easily annoyed".
