If memory serves, he was behing Carrier-Grade NAT - where they give
the end nodes private IPs. They control the NAT between the public IPs
and the clients.

There's a way to configure a tunnel on Cloudflare to make your system
appear as an endpoint on their network, but I haven't tried that yet.
