That sounds vaguely familiar. I've also heard that Microsoft strong-armed many PC OEMs into a deal where the OEM would have to buy a Windows license for every PC they sold, even if they didn't install Windows on it. I'm not sure if that's still true or not.. I feel like those kinds of deals are anti-competitive, since OEMs would probably decide to only install Windows on their PCs at that point.
