In my dad's school system, they had a problem where the official "technology
coordinator" wasn't really keeping up on things.  He was recommending equipment
that was either out of date, or simply not built anymore.  The excuse: Since
the "technology coordinator" was also a regular teacher, he didn't have the
time.

The solution: Bring in someone to be the full time "technology coordinator". 
That brought up another problem: he was getting kickbacks from Apple in the
form of "evaluation" items that never needed to be returned.  So he would
always recommend Apple - even if it didn't make sense.  For example: When they
went to build a new high school, he speced using AppleTalk for the network
cabling for the building.

He left one step ahead of the firing squad.

Schools are a major bureaucracy and frequently do things that don't make sense
to an outsider.
