Set your opacity for the graphic on the layer palette in GIMP using the opacity slider. Then export the file out as a PNG (File > Export As, type a filename with a ".png" extension). You'll get a pop-up box with some options -- I unchecked "Save background" but it doesn't seem to matter.

To test, I just dragged my graphic into Final Cut Pro and it maintained the opacity. Hopefully it does the same in OpenShot also.
