I imagine there might be some pockets geographically, or even within the licensed community (it's a big hobby), where people say handle sometimes. I'm not sure. But I know a lot of hams and I've never heard any of them ever say "handle." 

And I can count the hams I know with a working CB on one hand. At least post 1990. It's way less than 1%. Maybe a tenth or a quarter of a percent?

Anyway, I certainly don't know every ham nor have interacted with them in every country. So it's highly likely you've had a different experience than me.
