Neither of those makes more sense, they're both just arbitrary names... but
does everyone start their day at sunrise, mine is probably close to 10 after
yours that won't help a single universal time.

Peoples might eventually adjust.. for some, close to UTC it won't make much
difference. For others at the far ends, like +10, +11 you'd be reversing
daytime timing to night time timing and that would take a lot more effort.
