In the Amateur Radio world, they aren't really equal.  

"Handle" isn't used by HAM operators -- that's more of an old CB term that got imported into BBSes. You get to choose your handle.

"Callsign" is the official designation that you are given by your apppointed government agency when you apply for a license.
