That would make sense.

And using DST all year would cause lots of problems and render some devices
needing to be changed.

Most computer stuff that handles time change just has you set the time zone and
whether or not you go on DST.  When that moron Bush changed the DST dates, it
caused some messes.  Unupdated devices went on/off DST on the wrong days.

I suppose we could move to the next "right" time zone and say "don't go on
DST".

For me, in GMT-5, we would permanently move to GMT-4.  It seems weird to be in
the same time zone as Nova Scotia, though.
