It won't be US law until the House of Representatives passes it by a majority vote, then it has to be sent to he President for him to sign.  If he vetos the bill, it goes back to congress and needs a 66% vote in both congressional houses to override the veto. 

Then it becomes law.  The House of Representatives will likely take this Senate Bill and stuff it full of ear marks, pork porjects, and a certain amount of handouts to a specific class before the House Speaker calls it to vote.

The strong agricultural lobby has always been against making DST permanent, so count on them to spend a few million bucks fighting it. 

Won't be over until the proverbial fat lady sings.
